For Turkish brands planning e-commerce in Russia, tax is not a topic for the accounting department alone. VAT can directly affect selling price, cost, cash flow, and product profitability.

In 2026, Russia's VAT system underwent major changes. The standard VAT rate rose from 20% to 22%, and the revenue threshold for VAT exemption under USN was significantly reduced.

From 1 January 2026, Russia's standard VAT rate is 22%. The law also provides 10% and 0% rates for certain transactions and products. Each brand must verify which rate applies to its specific products.

Do E-Commerce Companies in Russia Pay VAT?

  • USN taxpayers whose 2025 revenue did not exceed 20 million RUB may be automatically exempt from VAT in 2026.
  • If 2026 revenue exceeds 20 million RUB, VAT obligations may begin.
  • According to the FNS, liability starts from the first day of the month following the period in which the threshold was exceeded.

Assuming "I will use USN, so I won't pay VAT" when setting up a new e-commerce company in Russia is not correct.

Two VAT Approaches for USN Companies in 2026

1. Standard VAT rates (22% / 10% / 0%)

Under this system, input VAT deduction is possible for qualifying transactions.

2. Special USN rates (5% / 7%)

These rates do not allow the same input VAT deduction mechanism as the standard system. Concluding that 5% VAT is always better is incorrect.

Output VAT − Deductible input VAT = Net VAT liability

VAT on Imports from Türkiye to Russia

Import VAT is not the same as VAT on domestic sales. Turkish brands should model import duties, import VAT, and domestic sales VAT in Russia separately.

How Should VAT Be Considered on Marketplace Sales?

With 1,000,000 RUB in sales and 150,000 RUB marketplace commission, the 850,000 RUB transferred to the seller is not net profit. Product cost, logistics, warehousing, advertising, import costs, and taxes must also be accounted for.

VAT Is Not the Same as Profit

For a 12,200 RUB VAT-inclusive price at 22%, the FNS specifies the 22/122 calculation rate from 2026. Treating the full price as company revenue without separating VAT is incorrect.

Is Russian VAT the Same as Turkish VAT?

No. Türkiye: standard VAT 20% (plus 1% and 10% for certain items). Russia: standard rate 22% from 2026 (plus 10% and 0% for certain transactions). Copying Turkish accounting logic directly is not appropriate.
